Slow to 1/2 and pop smoke while coming to a stop, reverse a bit, and start shooting. I only use smoke offensively when I'm relatively certain I won't need to use it DEFENSIVELY any time soon, but YMMV. Just derping around and going "I'm in smoke so safe feels" will lead to many sad times. Using smoke and situational awareness together will lead to may hues and lels as you spray helpless CAs and BBs with impunity. Sitting still inside smoke in a knife fight is almost always tantamount to suicide unless you can kill the opposing destroyer before he can drop 6 - 10 torpedoes into your smoke screen from 4km away. I go back and forth, using full reverse and 1/4th speed, but I'm always ready to hit full speed and pop a speed boost if ones available to gtfo. Like others have said, be aware what is around you when you pop your smoke. I assume it's a learning experience, so everyone wins in the end. I just stroll up to them and dump 3-5 torps into their stationary. I enjoy finding the dumb dd captains who are sitting completely still. I want to force them out of their little safe haven as quickly as I can, so my cruisers can keep shooting them. I will charge smoke more often than not if I'm in a gunboat destroyer myself.
